What is the term that describes government's deliberate suspension or slow down of an activity?
A few days ago I read somewhere a sentence similar to this: "The government suspended further human cloning research although the technology for continuing the research is currently available." And there was a (somewhat technical) term which describes this behavior of government, but I can't seem to remember it. Does anybody know what term is used to describe this situation?

- I don't know what the word you're looking for is, but I can't imagine why they would halt the progress of science. Our science isn't as advanced as it should be, if we can perfect cloning then one day we could create body parts or fully heal heavily scarred and otherwise damaged tissue. The advancement of science is far more important than any other aspect of society, especially ours. We spend too much money on war, I can't believe they'd have the nerve to deliberately halt such an integral research, especially since we have the technology to advance it. Using citizens as test subjects would be far more productive than using them for war. If we had competent science, we could use machines to negate any threats, and use people as necessary to advance our society scientifically. Thankfully, most science involving people at this stage involves the use of humans in early non-sentient stages of life, so there's no real worry in regards to sacrifice, but all sacrifices are nonetheless a nonissue in the name of science.
